Description: VC6696 Senior Contracts Engineer Number of staff to be recruited : 4 Location: London then possibly Milan Rotation Status: 5/2 Duration: 1 year (Renewable) Starting: ASAP Indicative rate: Gross Rate to Man London from 500 to 575 GBP + 125 GBP Living Allowance (If non UK resident) Job Description: To process requisitions for materials and services to meet cost, quantity and quality requirements all in accordance with our clients procedures. To prepare and evaluate major pre-qualifications. To prepare and evaluate major contract tender packages. To conduct commercial evaluations and finalize all contractual terms and conditions to award Contracts for Goods and services of high value and complexity. To participate in preparation of contracts & procurement strategies and tactics. To manage all aspects of the contracting activities with minimum supervision, control and direction. Accountabilities and Responsibilities: The responsibilities of the job holder are •Contributing to the vendor qualification system through research and evaluation of commodity areas and making recommendations for additions to Qualified Vendors List, based on sound commercial, financial, technical and quality-assurance principles as well as providing a necessary feed-back on responsiveness and performance of the tenderers/contractors; •Prepare contractual and commercial sections of the tender package and compile the full tender package. •Developing and analysing contracts documentation including review and contribution to contractual scope of work •Ensuring that contractual terms and conditions are defined in accordance with our clients requirements. •Writing contracts requirements in conformance with all applicable laws and in compliance with our clients procurement policies & procedures. •Developing, compiling, conducting pre-enquiries and market surveys •Preparing un-priced and priced evaluation models of high complexity and major contracts •Performing contractual and commercial evaluations and required negotiations of tenders received and formulate recommendations. •Elaborating and proposing contracting solutions and Pursuing alternative methods of improving contracting practices i.e. risk/reward, incentives, alliances etc. •If requested by the contingent workload, manage the contracts and procurement necessary to award Contracts for Goods and services of low value and low complexity •Contributing to Contract Boards recommendation drafting and developing commercial evaluation reports Qualifications & Experience: The job holder must be educated to Tertiary level, with minimum of: -6/7 years contracts experience in the up-stream process and oil & gas projects of which at least 3 years working as a supervisor with a major oil company. or -5 years contracts experience in the up-stream process and oil & gas projects, of which at least 2 years on major and/or high complexity contracts. CIPS type qualification would be preferred, along with previous experience working in the CIS, particularly in Kazakhstan.
