Job Description / Responsibilities An opportunity for a Cost Engineer to be a key member of a Team for a major established Oil & Gas Production Operator working as a member of the Team working on the third phase of a major Kazakhstan located Project in their Woking, Surrey offices. The Cost Engineer will be primarily be responsible for assisting Lead Cost Control Engineer in developing and maintaining cost control functions of Phase III Project. This information is based on approved budgets and procedures with input from project technical / commercial functions and contractors. The main responsibilities will be: - To assist Lead Cost Engineer. - Preparation and maintenance of cost data required for weekly and monthly cost reporting and controls - Preparation and maintenance of the Development Cost break down structure in coordination with Work & Organisational structures and Accounting processes in liaison with the appropriate functions and managers - Preparation and maintenance of the cost procedures and support to Development Plan, Project Execution Plan, Value Assurance Framework and other project documentation definition - Preparation and maintenance of the overall cost control system - Provision of accurate and timely project cost reports, verifying cost performance against plan, and identifying areas of potential budget overrun requiring corrective action - Preparation and maintenance of AWP & B (Annual Work Plan and Budget) with regular status updates - Preparation and control of AFE’s (Approval For Expenditure) - Providing input into cost risks analyses and other project risk registers - Updating Internal requirements and controls on VOWD (Value of Work Done), Owners Manpower requirements, Office Space, Requisition Budget verification etc - Providing input into preparation of Estimate for the owners plus KGK Contracts and studies. - Preparation and updating Control Estimate in line with the Work Breakdown Structure from the current Approved Budget. Update and maintain the MOC (Management Of Change) Register. - Maintaining Management of Change Registers in conjunction with the Engineering team. - Highlighting potential problems and complete Ad-Hoc exercises as required by Lead Cost Engineer Experience - Oil & Gas Industry experience - Project Cost Engineering experience - Relevent Engineering qualification desirable - Multi-Partner Operatorship Systems: - hands on experience of maintaining cost systems Organizational Processes: - Project Management process, Work team management methodology, Contracting Strategy Project Management: - Preparation of Development Work Plan & Budget, - Cost control - Budgeting, Project Management methodologies and techniques, - Close-Out Report Preparation
