Description: Our major international client requires an experienced Budget & Cost Control Engineer, for a permanent ongoing contract in Qatar. Primary Purpose Of The Job: Overall responsibility of controlling the department's budget with respects to projects, PCRs, and shutdowns. Controlling the department expenditure through providing proper & precise cost reports to Project. Managing and preparing the OPEX, Non-OPEX, and CAPEX reports in regular basis by utilizing the right tools (SAP FI/CO Module) and coordinate with finance department for all mutual issues. Responsible for all and each single projects budget and expenditure of operation engineering department and all plant change requests. The connecting link between OE (O) department and finance department for all financial issues in which conveying the department financial requirement with respect to the operation business process, year-end activities covering asset capitalization, material accruals, pre-payments, contingent liabilities etc. Provides estimating expertise and full cost control management service of Engineering, Procurement and Contracts. Coordinates all departmental financial/contractual matters and provides management information reports as required. Education and Training: Bachelor of Science in an Engineering discipline with post graduate certification in Cost Engineering and Systems Analysis or equivalent. Experience in an engineering position preferably in maintenance related activities in the oil and gas industry; this to include experience in a commercial position related to cost & planning.
